At the same time the city receives from the neighborhoods the roads, made in accordance with modern requirements, which is practically impossible to achieve in the existing building. We rejoice and boast of, when we manage to get foreign loans. But we already have their investors, their money - why we are looking for them somewhere on the side? In the remaining cross such that the investor will be able to get the money back through the years 30-35. Where is the guarantee that in the last 35 years no one will touch it? Hence, we need a law that would give such guarantees. But our problem is that we have a hard and inflexible is the adoption of laws. For example, when Finland decided to build the first toll road - 45 km stretch from Helsinki to Lahti, - that all legal issues had been resolved in three months. We are also laws for years in the State Duma and signed by the President. On the other hand, in Moscow and St. Petersburg can be realized by several local projects under the PPP, without taking special laws. For example, the same ZDS, or underground pedestrian crossings, where you can arrange a commercial area, or bridges. In Moscow, more such opportunities, because the denser traffic. The way out of a situation can also be updating the existing laws. Why not include the Civil Code the term "concession building?" Surely there must be there the concept of "financial concessions". Another example. Budget Code does not allow the customer to the construction of such objects as, say, WHSD, JSC acted, even with the state capital. Why not be amended accordingly, and allow it to do? I do not understand. We often look for complex solutions, not seeing more simple.
